You had to choose a set background and music and pick a character. Then create sentences you wanted the characters to say. An issue was that you were only allowed to create 10 sentences for the charatcers to say, therefore it could only be a short animation. Go Animate was a good animation site and after you created your animation, you could easily get the link to be able to post it on your blog.
